The special arrangements for association set out in part four of this Treaty shall apply to the overseas countries and territories listed in Annex II to this Treaty.This Treaty shall not apply to those overseas countries and territories having special relations with the United Kingdom of Great Britain and Northern Ireland which are not included in the aforementioned list.4. 1. The appeal shall contain the name and permanent address of the applicant and the description of the signatory, a reference to the decision against which the appeal is brought, the names of the respondents, the subject-matter of the dispute, the submissions and a brief statement of the grounds on which the appeal is based. The provisions of this chapter and measures taken in pursuance thereof shall not prejudice the applicability of provisions laid down by law, regulation or administrative action providing for special treatment for foreign nationals on grounds of public policy, public security or public health. If, within six weeks of its being convened, the Conciliation Committee approves a joint text, the European Parliament, acting by an absolute majority of the votes cast, and the Council, acting by a qualified majority, shall each have a period of six weeks from that approval in which to adopt the act in question in accordance with the joint text.

Member States shall apply to their trade with the countries and territories the same treatment as they accord each other pursuant to this Treaty. Paragraph 1 shall not apply to fiscal provisions, to those relating to the free movement of persons nor to those relating to the rights and interests of employed persons.3.

Where the Council is required to act by a qualified majority, the votes of its Members shall be weighted as follows:>TABLE>.For their adoption, acts of the Council shall require at least:- 62 votes in favour where this Treaty requires them to be adopted on a proposal from the Commission,- 62 votes in favour, cast by at least 10 members, in other cases.3. 2. This Treaty is concluded for an unlimited period. Paragraph 2 shall not apply to countries and territories which, by reason of the particular international obligations by which they are bound, already apply a non-discriminatory customs tariff.5. Where a vote is taken, any Member of the Council may also act on behalf of not more than one other member.
